Minor reordering of items on the Edit and File Menus, and the addition
of "Release Notes" to the latter.

PR #106654 contained a lot of proposed changes thrown at the wall, but at the end of the day the only changes that's I'd consider actionable are these changes to the Edit and Help menus. This PR makes them look like the following:

On the Edit Menu, the first separator is removed to combine the undo items into a logical section. Similarly "Adjust Last Operation" is moved into a section for repeating previous operations.

File Menu gains a "Release Notes" item and slight reordering, with the biggest visual change being the removal of repeating icons. So just one icon per section.

Nice. The only change I'd do is the Developer Documentation first (before Developer Community), since it is the most important link in the group. So that'd leave Python API Reference after the two Developer links instead of sandwich'd in between.
