UI: Allow "New Window" While in Maximized Area #111999

While an editor is in "Maximize Area" mode, allow Window / New Window.

The TopBar "Window" menu has two options that can create new blender windows. "New Main Window" creates a new parent window that is a duplicate of the existing one, and it CANNOT be used while a temporary screen is in place, as used when in "Maximize Area" and "Full Screen Area" modes.

However, "New Window" simply creates a new window with one area, that of the largest in the current layout. This can work just fine while in "Maximize Area" mode. You can make any area "Maximize Area" and then select "Windows / New Window" and you get a floating window with that one editor in it.

This PR just alters the poll function for WM_OT_window_new so that will operate if screen state is SCREENMAXIMIZED.

It makes sense, basically a copy of the current window as it is. I don't see a reason why not.
