This PR adds the needed Khmer language font, works great. But I also tried to make the necessary changes to "locale/languages" and "bl_i18n_utils/settings.py" but I can't make Khmer show up in the list of languages in Settings. Is there something else that needs to be done?

Yes, skipped translations are not copied in Blender source code currently, so it needs to be brought back from the i18n git repo to show up.
