Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
To streamline Render-pass #114463, first establish policy for the Image-Layout transition system.
If Image is not in some process,
The layout should always be static.
This best layout is the layout when the image enters and exits the render pass.
And the condition for unifying the render passes is that this layout is static.
(If this layout is dynamic, there will be multiple render passes and therefore multiple pipelines, but this is not required for many render passes in Blender.)
The good thing about this is that we don't have to change the layout during the binding of the resource.
Plus, there's no need to keep track of layouts. This PR is related to the streamlining of Render-pass.
