Currently, there are many false Vulkan Validation Layers issues because they assume both the VK_KHR_maintenance4 feature AND extension are provided, this simply adds the extension since all contexts of Vulkan are only using 1.2 right now

This should have been caught earlier and an issue was created to help catch things like this in the future (https://github.com/KhronosGroup/Vulkan-ValidationLayers/issues/7189)
