Removal of "What's New" button and the addition of a section divider.

As discussed, this is how the "new version" Splash screen looks like without the "See What's New" button, a horizontal line between the two sections, and various other small changes:

Besides the removal of "What's New" and the addition of the section divider line we also have:

Text Changes:

  • "Import Existing Settings" → "Import Preferences From Previous Version"
  • "Load Blender 4.1 Settings" → Import Blender 4.1 Preferences"
  • "Create New Settings" → "Create New Preferences"
  • "Select With" → "Mouse Select"
  • "Spacebar" → "Spacebar Action"
  • "Save New Settings" → "Save New Preferences"

This also removes the icons from the two buttons. This also reorders the items so that "Theme" follows "Language", and then a separator. Small change to the padding around the "Save New Preferences" button.

For a bit of context, the conclusion during our last meeting was that the "See What's New" button doesn't belong in the "Import Existing Settings` section.

The reason it was added was in case users wanted to know what's changed in case something would break their setup, but in practice this almost never happens and it takes away from what's important.

I think this is an improvement.

Thanks!

@Harley Wait! This would be the right time to rename Settings to Preferences, to be consistent.

@pablovazquez - Wait! This would be the right time to rename Settings to Preferences, to be consistent.

You are right. But...

If we are going to touch this area anyway, I updated this PR to make a larger number of changes so we can stare at them and see if any help. I updated the capture in the first comment and listed out all the change below it. Not saying we should do all, or any, of them, but it is still nice to consider them.

@pablovazquez

This should have everything we talked about.... except for changes to the "Mouse Select" items as I have not figured out how to add icons there.

Tiny nitpick:
There is a space missing after the ellipsis of "...Or Create New". Typographically correct would be "... Or Create New".

Let's go without "... Or", I think it's just as clear without, we don't use that anywhere else anyway.

The "What's new" button is still nice to have.
I'd place it right under the blender version number.
