I would say, that it is clear, that shift+r will work only on operators added to menu. It's not separate item in release notes, that sentence is part of paragraph.

Snap vetex function with Align rotation to target on, will not align rotation with empty object and bone

It does align bone or empty to vertex normal though, don't think this is bug really, but perhaps it can use other object orientations. Will leave to @mano-wii to decide.

subdivision surface cause crashing

It's quite old GPU. Can you also check if disabling GPU subdivision in Preferences > Viewport > Subdivision helps?
