This is working as intended. Reason is, because in VSE a frame has "width". Keyframes are point like, so you don't have this issue.

Did not see such report, also don't see reference to bad commit. I suggest to merge to this one then.
I wasn't able to bisect this. Release build of 9cb061f4f011 gives bad result, but debug build seems to be fine. I guess there is some thread race condition going on.
