This PR adds support to override the world with the HDRI of the
viewport.

Blurring of the background and camera based rotation isn't supported.
We decided that it isn't required for the initial version. It is still required
before the release, but would be added in a separate PR.

c931012e4e Eevee-next: Lookdev HDRI

Currently only supports the `strength` parameter.
