The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.
This function is a very special refresh function just for floating
regions. _initialize is more consistent with ED_area_initialize() so use
that too.
Also adds assert.
Previously the decimation would take the whole curve into account when
decimating and not just the selected part.
This also contains various smaller bug fixes for the fcurve decimation.

The issue was that the redo panel area would call with region type HUD (not WINDOW).
Now we make sure that the redo panel always polls the operator in the original area type context.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

especially when splitting files.
It's more useful to git-blame to find out who has developed the code.
See P901 for script to perform these edits.
ARegion.sizex/y should never have DPI factor applied. For regular panel
regions, DPI will be applied in region_rect_recursive already, causing
it to be applied twice when region size is set dynamically (= based on
content dimensions).
This translates the gl calls to the new GPU_ wrappers from D3501.
Given it's tedious and repetitive work, this patch does as much as it can with search + replace, the remainder of the gl calls will need to be manually dealt with on a case by case basis.
This fixes 13 of the 28 failing editors when building without opengl.

- Support for floating panels in the ScrArea has been added.
- A new region type RGN_TYPE_HUD is used for floating settings input.
- Only one HUD should be visible at a time.
- Currently HUD regions are only visible
for 3D view and image space types.
- There are currently some remaining glitches with hide/show
that need further investigation.
