Node Editor: Don't change size of resize area for frame nodes with zoom #108359

Change the active area along the perimeter of frame nodes to have a more
consistent width independently of the zoom level so frame nodes can more
easily be grabbed and resized when zoomed out.


Comparison

🔴 Red: Resize area.
🔵 Blue: Tweak and selection area.

Note how the width of the areas is clamped in screen space so it doesn't
get too small. It's also adjusted to be more consistent on the different
zoom levels since it doesn't really need to get too big when being
zoomed in.

Issue

Frame nodes can be moved and resized by grabbing them along their
perimeter. The width of this grab area currently is constant in view
space, so it gets smaller when zoomed out which makes it hard to resize
frames.

Currently this isn't too much of an issue in practice since by default
frames have "Shrink" enabled, which disables resizing. But with the
changes proposed in #106956 this problem would be more noticeable.
