UI: Mac Incorrect Hand Cursor for Move #118423

On the MacOS platform, use openHandCursor for GHOST_kStandardCursorMove
not pointingHandCursor. This cursor is meant to indicate an item that
you can move or adjust. The pointingHandCursor is meant for links to
documents, web pages, etc.


I don't compile for the MacOS platform, so doing this blind. This will have to be tested by a Mac developer.

If you select File / New / 2D Animation, click on the "Arc" tool and drag out an arc. Afterward, except at the line ends, your mouse cursor (only on Mac) will look like a closed hand with index finger extended. This type of cursor is meant to indicate a link to a document. The PR should change it to an "open hand" with all fingers extended.
