Each undo step given a creation timestamp. New uiTemplateUndoHistory
created from undo_history_draw_menu, which shows the timestamp as local
time on the right side of each entry.

We discussed this in our last UI Module meeting, the idea of each item showing the time the step was created. We had proposed the idea of showing just HH:MM, but in practice I wanted to see the seconds so they are here if tested.
