Bone 'length' property is not shown in the Bone Properties Panel in Edit Mode, but it is shown in the N-Panel. This PR exposes property into the mention Bone Properties Panel for UI consistency.

Looks good to me. And I can certainly think of some circumstances where this would come in handy. For example: quickly adjusting the size of bones that are used more-or-less as empties, especially with alt-clicking the field so you can set the length of many such bones at once.

Something that came up in the module meeting: it's possible that the reason the length property isn't exposed in the properties panel is because it's not a "real" property, it's just derived from the actual properties of the bone.

We should double-check with the UI team whether that's some kind of policy or not. If not, then the animation & rigging module agrees this is worth merging.

@pablovazquez Can you weigh in on this?
