there is no build for today for the x64 arch! I think the one you downloaded is the arm64 arch! You should try the other build (the one dated 05 Nov 03:09)
if I am not mistaken, I think this was introduced couple of days back, that's when I noticed it! maybe 7 to 10 days I think! (you may start in this interval of commits if that helps at all 😅 )
@silex if you keep holding Ctrl + S after Ctrl + S + Drag it keeps showing the menu and you will be able to do what you want!

I think that toggle behavior you talked about (by holding the SHIFT key) is no longer needed since the same thing will be achieved with toggle manipulator!
