Delete Branch "Harley/blender:ConfirmFactoryPrefs"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
A more informative confirmation dialog to confirm that the user wishes
to load factory user preferences.

When you have loaded a template, then you get a separate item to load preferences for only that template:
In that case the title changes slightly:
Similarly to the comment I left here in #117153, we might want to capitalize word in the dialog title here, following the precedent set by other Dialogs/Operators titles, which would then give us: "Load Factory Default Preferences".
And as I also proposed in my previous comment, we might want to capitalize "Preferences" in the dialog message as to better highlight that we're talking about the Blender Preferences here. This would give us: "To make changes to Preferences permanent, use "Save Preferences"".
