As @Jeroen-Bakker stated in 62517, this is not currently considered to be a bug. Though it is known issue, which does not exist currently so will confirm as such.
Can confirm issue with shrinking domain. Please report issue where domain moves separately, because there can be only one issue reported in single ticket.
For me it seems that Blender just hangs, without crashing. Does not seem that it wants to recover, so I guess I can confirm this issue.

I can reproduce some kind of freeze when I start Blender and immediately try to use color picker. After that it works OK, apart from that mouse movement is not limited to picker.

If you really want colormanagement applied, you can save image, and check save as render option.
But then color management would be applied twice, which doe not make sense. I believe this is intended behavior, and pretty sure there already is report like this.
Can you simplify the file as much as possible and upload it here?
Also can't reproduce this. Can you note last modified date on userpref.blend file when it is good and check if it changes when it is bad?

@PratikPB2123 the file is empty, probably because blender crashes even before it initializes python interpreter.
